Roses really don't like sitting in water. Gardeners call that situation "wet feet." There is one rose that loves water and will thrive sitting in it. We have them planted next to a lake and another next to a stream. For more variety, raise your beds. A raised bed will provide the needed drainage. See "Growing Roses" for bed ideas.
